primary condition (Thermodynamics equilibrium)

For electrochemistry module, there is a update for 5.2a. Internal electrode surface -> Electrode Reaction -> Electrode Kinetics, there is a new option primary condition (Thermodynamics equilibrium). Is it mean that the electrode current density equal to electrolyte current density (il=is)? Thank you
